Supporting Renewable Energy Policy

Over the past decade the EU has increasingly influenced the policy framework for renewable energy in the Member States, mainly through its directives on renewable electricity (2001), biofuels (2003) and now its overarching directive for all renewable energy sectors (2009). These directives require Member States to set targets and develop instruments for increasing the speed of renewable energy deployment in many European countries. For the past 10 years we have helped the European Commission establish, evaluate and improve their policies and we continue to do so.

Our work included:

  • Describing the current state of policies and markets in all Member States
  • Evaluating the efficiency and effectiveness of national support policy instruments’ (“What effect do policies have at which cost?”; “How can policies be improved”)
  • Scenario work (short and long-term potentials and achievable targets; likely effects and costs of existing and potential future policies)
  • Identifying problems and ways to overcome them (administrative/grid/financial hurdles)
  • Designing and analysing future EU policies (including cross-border trade of renewables and harmonization of policies)
  • Creating sustainability standards for biomass/biofuels
  • Studying the macroeconomic effects of renewables (employment and economic growth), competition for biomass resources and grid bottlenecks.
