Climate change (also referred to as global warming or the enhanced greenhouse effect) is now seen as a serious threat that must be dealt with urgently. This challenges governments, NGOs, companies and individuals alike to prepare and implement sound, effective mitigation strategies, while in the mean time adapting to the changes that are already taking place.

Adequate mitigation needs to cover a large range of emission reduction measures, such as more efficient use of energy, increasing the use of low-carbon and renewable energy sources, the capture and storage of CO2 by geological or biological (forestry) means and reducing non-CO2 greenhouse gases.

There are various options for stimulating the wider adoption of mitigation and adaptation measures. These include various national and international energy and climate change policies. In addition to traditional policies, such as standards and obligations, subsidies, tax incentives and voluntary agreements, market-based instruments are playing an increasingly important role. This can be part of a compliance regime, such as mandatory emissions trading systems or the use of project-based emission reductions credits (CDM and JI). This route may even become more important in post-2012 international climate change regimes. However, many companies and organizations, as well as individual consumers, are already engaging in the voluntary carbon market, offsetting emissions from e.g. travel and events and some are formulating carbon-neutrality objectives.
